Wire issue

This isnt necessarily for the X, but I have a wire (26g or so, real tiny little things), i've got it stripped back and i found that it has some kind of paint-insulator on it, not the tube insulator that we are so accustomed to.. is there anyway to get this stuff off? The wires are too thin to try and scrape them off.

Would alcohol or paint-thinner get it off? heating it up and trying to melt the paint off it?

Edit: This isn't a wire on the X, its on a set of lights a friend wants me to solder to a switch and run them under the dash for the floor.
