Chroming place?

a friend of mine has black rims with a chrome lip, the lip got scuffed up recently i didnt know this but its actually detachable. anyone know a place that can re-chrome this?

You might have to ship it to Cali. I don't recall any chromers local to the area. It'll probably have to be stripped, repaired, then rechromed. ($$$)

thats the thing the actual chrome part is removable. so its just pretty much a metal ring that clips onto the wheel

Just buy a new chrome ring if it's not too expensive.
That's why they made it removable:
Removable = Replaceable
